It hasn't upgraded at all and I've advanced to the Atomic Era. Is it a bug or is it because I am using some mods that aren't compatible with it.I know the odds of unlocking them starts at 80% for every envoy you send, but this goes down for every other civ that joins them (by how much it goes down I don't know).
